GARAN label in Czechia: harmonizovaný štítek and the transposition bill

GARAN label in Czechia: bill 53 amending the Civil Code and Consumer Protection Act, the Czech terms, ČOI supervision and the 27 September 2026 date.

In Czechia the GARAN label is called harmonizovaný štítek and the legal guarantee notice harmonizované oznámení. The obligation to display them is being written into the Civil Code by a bill that was still before the Chamber of Deputies when this guide was written. The EU design rules apply regardless, from 27 September 2026.

Key point: Government bill 53 amends the Civil Code (§ 1811 and § 1820) and the Consumer Protection Act. Its label and notice provisions are drafted to apply from 27 September 2026. As of 6 September 2026 the bill had passed its second reading but not the third. Regulation (EU) 2025/1960 applies directly from that date anyway.

The transposition bill

Directive (EU) 2024/825 is transposed by a government bill amending Act No. 634/1992 Coll., the Consumer Protection Act (zákon o ochraně spotřebitele), and Act No. 89/2012 Coll., the Civil Code (občanský zákoník). In the Chamber of Deputies it is Sněmovní tisk 53 of the tenth term.

Timeline according to the Chamber’s records:

  • 8 December 2025: bill submitted by the government;
  • 25 March 2026: first reading;
  • 24 June 2026: second reading completed;
  • 4 September 2026: committee statement for the third reading;
  • third reading scheduled for the session starting 8 September 2026.

The bill has not yet been through the Senate, signed by the President or published in the Collection of Laws. The EU transposition deadline of 27 March 2026 has been missed. The Ministry of Industry and Trade states that the new pre-contractual information duties should take effect on 27 September 2026.

What the bill says

The bill rewrites § 1811(2)(f) of the Civil Code (general pre-contractual information) and § 1820(1)(m) (distance and off-premises contracts) in the same words. The trader (podnikatel) must inform the consumer:

  • about the main elements of the rights from defective performance (práva z vadného plnění), including the period in which a defect may appear, clearly and by means of the harmonizované oznámení, whose form and content are laid down by Regulation (EU) 2025/1960;
  • if the producer, importer or a person presenting itself as the producer provides a guarantee of durability (záruka za životnost) free of charge, for the entire good, for longer than two years, and has made this available to the trader, also about that guarantee, clearly and by means of the harmonizovaný štítek.

These two points are among the provisions the bill schedules for 27 September 2026; most of the rest of the bill was drafted to apply from 31 July 2026, a date that has already passed without adoption.

Supervision and penalties

The Czech Trade Inspection Authority (Česká obchodní inspekce, ČOI) supervises compliance with the Consumer Protection Act and is the main authority for unfair commercial practices.

According to the bill’s explanatory memorandum, breaches of the Civil Code information duties are offences under § 24 of the Consumer Protection Act with fines of up to CZK 5 million. The final amounts depend on the text adopted by Parliament.

What to do now

  1. Ask your suppliers which models carry a free producer guarantee of durability of more than two years covering the entire good.

FAQ

Is the label mandatory in Czechia if the bill is not adopted by 27 September 2026?

Regulation (EU) 2025/1960 applies directly from that date. The display obligation itself comes from the Consumer Rights Directive as amended and needs the Czech transposition. The sources on this site cannot say how ČOI will act in the gap; prepare as if the date applies.

Does the Czech law change the two-year threshold?

No. The bill uses the same condition as the Directive: free of charge, entire good, longer than two years, communicated to the trader.

Which language must the notice be in?

Use the Czech version published by the Commission for a shop that sells in Czech.
